POSITION TITLE: Palliative and Home Based Care Advisor
REPORTS TO: Deputy Country Director, ICAP Tanzania
LOCATION: Dar es salaam, Tanzania with 60% travel
Columbia University, ICAP Tanzania works with the Government of Tanzania and Ministry of Health and partners to strengthen and scale up comprehensive HIV prevention, care and AIDS treatment programs in Tanzania. This position will play a leadership role in intensifying the focus on comprehensive palliative care, including pain management and symptom control in Tanzania, working with national, zonal and regional institutions to significantly scale up access to pain management services for PLHIV. The position will also lead the roll out of preventive care package for HIV/AIDS in ICAP supported regions of Kagera, Kigoma, Coast and Zanzibar.
KEY RESPONSIBILITIES:
- Provide strategic and technical guidance in the design, planning and implementation of palliative care as defined by CDC/PEPFAR (including introducing pain and symptom management and opioid use) for HIV/AIDS in both ICAP supported regions, and at the national level with key national partners, particularly Ocean Road Cancer Institute, zonal referral hospitals and potentially regional hospitals.
- Provide technical support as requested to the Ministry of Health and Social Welfare and other partners in scaling up pain management and palliative care within HIV/AIDS programs, coordinating implementation of the program and compliance to Ministry of Health guidelines
- Develop tools and protocols for palliative care and coordinate/carry out training of site staff in OI, pain management and symptom control, management of HIV related malignancies, delivery of basic care services to people living with HIV/AIDS on care and treatment.
- Design and support implementation of ICAP Tanzania’s palliative and home based care activities in ICAP regions
- Conduct frequent site visits to provide supportive supervision, identify emerging needs and program challenges
- Assist in program monitoring and evaluation and data feedback
- Work collaboratively with other partners working on palliative care expansion, including Tanzania Palliative Care Association, African Palliative Care Association, and other USG partners.
- Represent ICAP Tanzania in national meetings, USG partner and technical working groups pertaining to Palliative and Home Based care
- Prepare budgets, work plans, reports and other technical papers and provide periodic progress reports on activities
- Facilitate documentation and dissemination of best practices
MINIMUM QUALIFICATIONS:
- Nursing or MD Degree, Master’s Degree in Public Health and/or social sciences desirable
- 3+ years management experience in palliative care
- Clinical and programmatic experience in pain management and symptom control for Persons Living with HIV/AIDS including use of opioids, essential
- Building and working with teams essential – as is strong writing and communications skills
- Ability to work independently with strong problem-solving skills
- HIV related and cervical malignancies management useful Computer literacy with Word, Excel, Powerpoint
- Fluency in English essentially, Kiswahili recommended
