JOB TITLE: Clinical Advisor

LOCATION: Siteki, Swaziland (note the successful applicant is expected to live in Siteki)

REPORTS TO: Technical Director

OVERALL JOB FUNCTION:

To provide technical assistance and support to the International Center for AIDS Care and Treatment Program (ICAP) Swaziland to improve and ensure the quality, utilization, and scope of HIV/AIDS care and treatment services with an emphasis on families. To serve as a technical resource to the Ministry of Health (MOH) and support the strengthening and programs, systems and linkages of family centered HIV services. To support the mentoring of regional clinical mentoring teams and support HIV Care and Treatment decentralization.

DUTIES AND RESPONSIBILITIES:
• Provide direct technical assistance to health care facilities supported by ICAP: training of staff, facilitation of community linkages, patient flow analysis, support in drug and supply management, development of quality improvement action plans etc.
• Provide direct technical assistance to multidisciplinary teams at each site to implement family focused (adult/pediatric) care and treatment services including the strengthening of the clinical skills of all practitioners in the prevention and treatment of opportunistic infections, as well as use of ARVs.
• Support the strengthening, development and management of clinical systems related to HIV/AIDS service scale-up including improved use of information, adherence support, and referral systems.
• Support and conduct training of multidisciplinary teams at each site to implement adult/pediatric care and treatment services.
• Support regional clinical mentoring teams to be able to provide quality clinical mentoring services to support decentralization of HIV Care and Treatment services.
• Evaluate ongoing programs, and participate in the subsequent development of new and/or expanded programs for the care and treatment of HIV/AIDS.
• Guide the development or refinement of materials related to HIV/AIDS care and treatment, including clinical guidelines, protocols, algorithms, drug formularies, training materials, and monitoring and evaluation tools.
• Work closely and in collaboration with other partners to maximize partnership strengths and effectively collaborate to implement program goals.
• Represent the International Center for AIDS Care and Treatment Program-Swaziland before Swazi government officials and partner organizations, as necessary.
• Experience with web-based applications such as central databases, intranets and Wikis for data entry, storage, and transmission.
• Demonstrate a positive and professional demeanor in and outside of the workplace that exemplifies and furthers the mission, vision and values of ICAP and its various programs.
• Carries out other duties and responsibilities as defined.

MINIMUM QUALIFICATIONS:
• For Associate Research Scientist:  MD, Ph.D., Ed.D, or professional equivalent with extensive HIV clinical experience.
• For Sr. Staff Associate:  Bachelor’s degree or equivalent plus 8 years experience in health care delivery or programming, with extensive HIV clinical experience.
• For Staff Associate:  Bachelor’s degree or equivalent plus 4 years experience in health care delivery or programming, with extensive HIV clinical experience.

PREFERRED QUALIFICATIONS:

• Masters in Public Health
• 4+ years experience in developing country health care programs
• Excellent grasp of clinical issues and current literature in HIV/AIDS treatment
• Experience in training
• Ability to relate and work well with colleagues
• Willingness to live outside the capital in Swaziland
• SWAZI NATIONALS STRONGLY PREFERRED
