JOB DESCRIPTION – Senior Clinical Advisor

LOCATION: Mbabane, Swaziland

REPORTS TO: Technical Director

OVERALL JOB FUNCTION:

To provide technical assistance, support and supervision to the ICAP multidisciplinary teams and the ICAP supported regional teams to implement and improve the quality, utilization and scope of HIV/AIDS and TB care and treatment services with an emphasis on family centered and decentralized care.  To provide direct technical support to the National ART office to strengthening HIV and TB care and treatment services.  Plan for and implement sustainable strategies that will allow ICAP to hand over support to the Ministry by 2014.

DUTIES AND RESPONSIBILITIES:

  • Provide direct technical assistance and supervision to the ICAP multidisciplinary teams and the regional teams supported by ICAP.  Such assistance might include supporting their integration into the Regional Health Management Team, training/mentoring in facilitative supervision using ICAP’s Clinical Systems Mentorship model and providing direct technical support for their work at the facilities.
  • Support the Technical Director in providing technical direction and strategy for ICAP Swaziland programmes. Support strategies to improve pre-ART services in collaboration with all key stakeholders.
  • Provide direct technical assistance to the National ART office. Such support might include helping to set up a national system for Pre-ART service delivery; support training of nurses and doctors for HIV/AIDS service delivery; Liaise with Data and Research Analyst  to support operations research and quality improvement; helping to set up a national ART providers mentorship system;
  • Support the strengthening, development and management of clinical systems related to HIV/AIDS service scale-up including improved use of information, adherence support, and referral systems
  • Support and conduct training of site support teams at the regional level, multidisciplinary teams at the ART centers to improve facilitative supervision of clinics.
  • Evaluate ongoing programs, and participate in the subsequent development of new and/or expanded programs for the care and treatment of HIV/AIDS and TB.
  • Support the development or refinement of materials related to HIV/AIDS care and treatment, including clinical guidelines, protocols, algorithms, drug formularies, training materials, and monitoring and evaluation tools.
  • Work closely and in collaboration with other partners to maximize partnership strengths and effectively collaborate to implement program goals.
  • Draft monthly reports and other reports as necessary to document program achievements and challenges.
  • Represent the International Center for AIDS Care and Treatment Program-Swaziland before Swazi government officials and partner organizations, as necessary. 
  • Exhibit a positive and professional demeanor in and outside of the workplace that exemplifies and furthers the mission, vision and values of the program.
  • Carries out other duties and responsibilities as defined.

MINIMUM QUALIFICATIONS:

  • For Associate Research Scientist:  MD, Ph.D., Ed.D, or professional equivalent plus experience in developing-country health care programs
  • For Sr. Staff Associate:  Bachelor’s degree or equivalent plus 8 years experience in health care delivery or programming, with significant experience in developing-country health care programs
  • For Staff Associate:  Bachelor’s degree or equivalent plus 4 years experience in health care delivery or programming, with significant experience in developing-country health care programs

PREFERRED QUALIFICATIONS:

  • MPH focusing on public health approaches to care and treatment.
  • 8+ years experience in developing country health care programs
  • Extensive clinical experience in care and treatment of HIV/AIDS patients (at least 3 years)
  • Data analysis and documentation experience.
  • Excellent grasp of clinical issues and current literature in HIV/AIDS treatment
  • Experience in training
  • Ability to relate and work well with colleagues
