The International Centre for AIDS Care & Treatment Programmes (ICAP) at the Mailman School of Public Health, Columbia University, in partnership with the Tygerberg Children’s Hospital at the University of Stellenbosch (US), Cape Town, South Africa, will be establishing a programme to provide technical, programme, capacity building and systems support to various USAID-funded organisations to accelerate access to HIV Prevention, Care & Treatment services for high-risk groups, such as HIV-infected pregnant women and children.
This USAID-funded program is part of the PEPFAR initiative to combat HIV/AIDS in South Africa, and is seeking to appoint several qualified and dedicated persons to fill the positions below. Please note that all the positions are in the programme implementation capacity and not in the research or academic capacity.
All the positions are two-year contracts, which can be extended in future.
Programme Monitoring Officer

The Programme Monitoring Officer will provide technical support in the planning and implementation of monitoring and evaluation (M&E) activities required for HIV/AIDS care and treatment services for pregnant women, children and families, and serve as a technical resource in facilities supported by collaborating partners.
Duties: Providing assistance in guiding the development or refinement of materials related to M&E, including patient tracking forms, medication tracking forms, programme indicators and data management systems • providing direct technical assistance to health care facilities supported by collaborating partners (such assistance may include the implementation of patient tracking systems, training, data feedback sessions, data management and analysis) • providing on-the-job mentoring to site staff on issues related to data collection, management, analysis and use • serving as a resource in the assessment and evaluation of the overall programme, ongoing site-level programmes and in the subsequent development of new and/or expanded programmes for the care and treatment of HIV/AIDS • providing overall co-ordination of knowledge management activities for the programme, building institutional memory and informing programmatic direction • performing other duties as assigned.
Requirements: An advanced degree in Epidemiology, Biostatistics, Public Health or a related discipline (a Master’s degree is preferred) • 3 – 5 years’ experience in the design, implementation and management of health monitoring and evaluation systems (HIV/AIDS M&E experience is preferred) • strong data management and analytical skills • experience in performance measurement, indicator selection, development of progress and outcome indicators, quantitative and qualitative data collection and analysis methodologies, and database management • 3 – 5 years’ experience in public health monitoring and evaluation • exceptional problem-solving and analytical skills • strong interpersonal skills and the ability to build relationships in a challenging environment • ability to multitask and be efficient in high-pressure situations • ability to absorb and synthesise a broad range of information • ability to relate and work well with colleagues • a strong written and spoken command of English and one other official language, preferably an African language • a high level of proficiency in relevant computer applications, particularly MS Office • willingness and availability to travel 40% of the time.
Recommendation: Experience in paediatric HIV/AIDS care and treatment, as well as in PMTCT.
