The International Centre for AIDS Care & Treatment Programmes (ICAP) at the Mailman School of Public Health, Columbia University, in partnership with the Tygerberg Children’s Hospital at the University of Stellenbosch (US), Cape Town, South Africa, will be establishing a programme to provide technical, programme, capacity building and systems support to various USAID-funded organisations to accelerate access to HIV Prevention, Care & Treatment services for high-risk groups, such as HIV-infected pregnant women and children.

This USAID-funded program is part of the PEPFAR initiative to combat HIV/AIDS in South Africa, and is seeking to appoint several qualified and dedicated persons to fill the positions below. Please note that all the positions are in the programme implementation capacity and not in the research or academic capacity.

All the positions are two-year contracts, which can be extended in future.

Programme Co-ordinator

The Programme Co-ordinator will work with the Programme Director to support the development, implementation and monitoring of the programme objectives. The appointee will be responsible for ensuring the smooth operation of technical efforts and field activities by co-ordinating programme information and providing programmatic, administrative, financial and logistical support for the programme.

Duties: Providing administrative support in the development, implementation and monitoring of programme objectives • co-ordinating the development of training manuals, guidelines, job aids, newsletters and/or brochures, as appropriate to the programme • maintaining a library of all relevant programme records and information • co-ordinating the preparation of scheduled and special reports • supporting the development of the annual work plan and operational plan, including budgets • facilitating liaison between the Programme Director, USAID, partners and the ICAP finance/management team to support processing of finance activities such as consultancies, contracts and sub-agreements • attending relevant meetings on behalf of the programme • reviewing activities for compliance with University and USAID policies and procedures • co-ordinating conference calls, travel and other administrative activities • preparing procurement requests for goods/services that require prior approval by the funding agency • performing other relevant tasks, as required.

Requirements: Bachelor’s degree plus at least three years’ working experience in the field of international health, family planning or development • proven ability to ensure high-quality programme outcomes • experience in working with the U.S. government or other bilateral donors, especially USAID • strong problem-solving and analytical skills • excellent written and oral communication skills • fluency in English and one other official language, preferably an African language • strong interpersonal skills • ability to be efficient in high-pressure situations • ability to absorb and synthesise a broad range of information • ability to handle multiple tasks simultaneously, set priorities and work independently • computer literacy (ability to use MS Office) • knowledge of e-mail and standard office equipment • willingness and availability to travel 30% of the time.
Recommendations: Master’s degree in Public Health, Public/International Affairs or a related discipline • project management experience • experience of a developing country • extensive HIV/AIDS experience • paediatric HIV/AIDS and MTCT-Plus experience.
