JOB TITLE: Project Officer
LOCATION: New York, NY
JOB DESCRIPTION:
The International Center for AIDS Care and Treatment Programs (ICAP), Mailman School of Public Health is seeking a Project Officer who will provide financial and administrative support for approximately two countries in the ICAP portfolio. Reporting to the Associate Director, the incumbent will work as a liaison between Country and New York offices. The Project Officer will be responsible for coordinating the preparation of annual and other budgets; monitor country expenditures against overall budgets, coordinate communications between Country and New York offices, and assist in a variety of activities; e.g., work planning, proposal preparation, and sub-agreement processing. Additional duties include assisting with human resource issues related to country programs, reviewing activities for compliance with University policies and procedures; coordinating travel by ICAP staff and consultants; assisting with the preparation of monthly, quarterly and annual fiscal reports; preparing procurement requests for good/services that require prior funding agency approval; and providing technical support to in-country finance counterparts. The incumbent will work closely with the Finance Unit and will be required to travel occasionally (10%) to the countries that they support. The incumbent will also perform other related duties as assigned.
MINIMUM QUALIFICATIONS:
- Requires a bachelor's degree or equivalent in education and experience, plus four years of related experience.
- Basic budgeting and grants accounting skills.
- Excellent interpersonal, organizational, written and verbal communication skills.
- Strong Microsoft Excel and spreadsheet experience necessary, plus computer proficiency in word processing.
PREFERRED QUALIFICATIONS:
- At least three of the four years of required experience should include working with international non-profit organizations.
- A master's degree in public health, public affairs or a related discipline may substitute for two years of such experience.
- Experience in monitoring grants and contracts, and experience with U.S. Government grants preferred.
- Experience in health programs, especially with HIV-related work is highly desirable.
