JOB TITLE: Chief Operating Officer
LOCATION: New York, NY
JOB FUNCTION:
Reporting to the ICAP Director and the MSPH Vice Dean for Finance and Administration, and a member of the ICAP Core Leadership Group, the Chief Operating Officer (COO) will be responsible for enhancing the internal organization processes and infrastructure that will allow ICAP to continue to grow and fulfill its mission. With three direct reports, the COO will manage the following functions:
Financial Management - Working with and delegating to the Finance Unit Director, manage and oversee all financial and business planning activities, including: Direct/administer all financial plans, budgets, and forecasts; oversee business policies and accounting practices; review and analyze financial reports and provide variance analysis narrative; ensure ongoing maintenance of revenue and expense and Columbia University reporting systems budget; support and advise the ICAP Director and other Leadership Group members in financial decision-making; lead the organizational budgeting process; ensure that ICAP business and financial practices are consistent with University and donor agency policies and procedures; oversee the development of financial management systems to complement and supplement those of the University; ensure that working relationships with MSPH, CUMC, and CU administration are constructive and mutually supportive; oversee reporting and monitoring of organizational performance metrics; provide overall financial oversight and monitoring; ensure that relevant financial data is presented to the ICAP Director and the Core Leadership Group.
Operations Management - Working with and delegating to the Operations Unit Director, manage and oversee all management and administrative activities, including: Subcontracts and subagreements; other legal activities, such as memoranda of agreement and leases; development, maintenance and updating of information systems and infrastructure, including hardware, software, and communications systems; office management functions; management and assignment of NY office space; support for administrative functions for ICAP overseas offices; ensure that ICAP management and operational practices are consistent with University and donor agency policies and procedures; oversee the development of management systems to complement and supplement those of the University; ensure that working relationships with MSPH, CUMC, and CU administration are constructive and mutually supportive.
Human Resources Management - Working with and delegating to the Director for HR, manage and oversee the human resource function for ICAP, including: Recruitment, hiring, and compensation; benefits administration and oversight; performance evaluation and performance improvement; professional training and development; retention strategies; in managing the functions above, give special attention to the needs of staff based overseas; ensure that ICAP human resource practices are consistent with University and donor agency policies and procedures; oversee the development of human resource systems to complement and supplement those of the University; ensure that working relationships with MSPH, CUMC, and CU human resource administration are constructive and mutually supportive.
Compliance - Assures compliance with all US government, foreign government, and Columbia University rules and regulations, in ICAP operations both in the United States and in foreign countries; assures that ICAP staff are trained on ICAP SOP's and other relevant policies, rules and regulations; participate and respond to audits; establishes and oversees staff and processes to measure and assure necessary compliance; communicates all compliance issues and problems to ICAP, Mailman School, Medical Center and University officials in a timely manner; and develops and oversees the implementation of corrective action plans.
MINIMUM QUALIFICATIONS:
• Bachelor’s and Master's degree (MBA, MPA, CPA or other relevant advanced degree) with 10+ years in a senior management role.
• Demonstrated experience in financial planning, management and analysis, organizational development, personnel management, budget and resource development, and strategic planning.
• Experience overseeing human resources, information technology, and subcontracting functions.
• Demonstrated success developing and monitoring systems to manage both operational and programmatic work that involve high levels of collaboration.
• Excellent people skills, including the ability to work effectively with a dynamic leadership team, and the ability to develop and maintain strong working relationships with external agencies.
• Personal qualities of integrity, credibility, and commitment to the mission of ICAP.
• Flexible and able to multi-task; can work within an ambiguous, fast-moving environment, while also driving toward clarity and solutions; demonstrated resourcefulness in setting priorities and guiding investment in people and systems.

PREFERRED QUALIFICATIONS:
Preferred experience include experience working in a senior management role in a mission-driven international organization; experience with and detailed knowledge of the requirements of working in developing country settings; experience with and detailed knowledge of U.S. Government grants and contracts requirements; and experience working in an academic environment desirable.
