JOB TITLE: Director for Regional Teams Unit

LOCATION: Abuja, Nigeria

OVERALL JOB FUNCTION:
The overall project objective is to assist the Government of Nigeria/State Ministries of Health in ICAP–supported regions to rapidly expand comprehensive HIV/AIDS services and reduce HIV/AIDS related morbidity and mortality in Nigeria. The successful candidate will be a key member of the senior management group and in-country staff and will assist in the implementation of HIV care and treatment programming. The incumbent will oversee CU-ICAP Nigeria Regional Offices and the Start Up Team activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Provides technical assistance to all Regional Teams in ICAP supported facilities in six states in Nigeria (Kaduna, Cross River, Gombe, Benue, Kogi and Akwa Ibom States) in establishing and ensuring the regular use of national and international protocols and guidelines for HIV/AIDS care and treatment services;
  • Facilitates and coordinates regular technical assistance through the regional offices and the Start Up team, to health care facilities supported by CU ICAP Nigeria, including training and mentoring of staff, strengthening community linkages, patient flow analysis, improvement of adherence support system, development or improvement of referral system, etc.;
  • Coordinates site activation process and active mentoring/supervision of health facilities supported by CU-ICAP Nigeria, as directed by the country-leadership team;
  • Participates in collaboration with the Central Clinical Unit, the M&E Unit and the Clinical Unit in the development, refinement and/or distribution of job aids related to HIV/AIDS care and treatment, including standard operating procedures, algorithms, training materials, monitoring and evaluation tools, provider support, patient education materials etc.;
  • Provides direct supervision to the Regional Teams Leaders and the Start Up team Leader; builds mentoring and team building skills for the staff under his/her unit;
  • Supervises the regional office staff e.g. arrange and monitor site level activities of the regional office staff;
  • Develops a mechanism to insure facility ownership of the supported facilities to ensure sustainability of the program;
  • Organizes/compiles the regional office monthly and any other activity report and submit it before the deadline;
  • Oversees the assignments of advisors within his unit;
  • Coordinates the preparation of the regional office quarterly, semi-annual, annual, work plan, annual budget etc. involving all regional office staffs;
  • Exhibits a positive and professional demeanor in and outside of the workplace that exemplifies and furthers the mission, vision and values of the program;
  • Reports to CU- ICAP Nigeria Deputy Country Director;
  • Carries out other duties and responsibilities as assigned by the Deputy Country Director or the Country Director.

REQUIRED LICENSES / RELEVANT EXPERIENCE

  • Medical Degree and appropriate licenses; Master degree relevant to Public health
  • At least five years experience in developing health care programs;
  • Extensive technical experience in care and treatment of HIV/AIDS patients;
  • Excellent grasp of technical and programmatic issues related to HIV/AIDS care and treatment;
  • Experience in clinical training and mentorship;
  • Strong supervisory and management skills;
  • Ability to work independently with strong problem-solving skills and ability to foresee problems and initiate appropriate action;
  • Computer literacy.

OTHER REQUIREMENTS AND CHARACTERISTICS (Not position specific)

  • Risks which require the use of special safety precautions and/or equipment, e.g., working around operating machines, working with contagious diseases or hazardous chemicals, etc.
  • The work requires some physical exertion such as long periods of standing; walking over rough terrain or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities; recurring lifting of moderately heavy items such as record boxes. The work may require specific but common physical characteristics and abilities such as lifting up to 25 pounds, average agility, and dexterity.
