TITLE: Clinical Advisor

OVERALL JOB FUNCTION:

The International Center for AIDS Care and Treatment Programs (ICAP) is seeking a Clinical Advisor who will provide technical, program, capacity-building, and health-system strengthening support that will initiate or enhance TB and HIV support, care, and treatment services throughout Lesotho. The Clinical Advisor will be a member of a technical advisory team and will work as part of a multidisciplinary team to provide site support for the implementation, improvement, and expansion of TB and HIV services in Lesotho.

DUTIES AND RESPONSIBILITIES:
• Works as part of a multidisciplinary team responsible for supporting health- systems strengthening of TB and HIV prevention, care, and treatment at national, district, and health-facility level.
• Provides direct technical TB/HIV assistance to MOHSW, DHMT, and health workers supported by the workplan. Such assistance might include training of staff, facilitation of community linkages, patient/service flow analysis, and development of policies and protocols.

• Supports the capacity building of district, and facility personnel to enhance their performance in the technical planning, management, and evaluation of TB and HIV programs.
• Supports and conducts training of multidisciplinary teams at each site to implement care and treatment services.
• Serves as a resource for the evaluation of ongoing programs, and in the subsequent development of new and/or expanded programs for the care and treatment of HIV, TB, and TB/HIV-coinfection.
• Helps guide the development or refinement of materials and conducts trainings related to HIV, TB, and TB/HIV-coinfection care and treatment, including clinical guidelines, protocols, algorithms, drug formularies, training materials, and monitoring and evaluation tools.
• Works closely and in collaboration with other partners to maximize partnership strengths and effectively collaborate to implement program goals.
• Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

• Medical Degree is required.
• Extensive clinical experience in care and treatment of TB, HIV, and HIV/TB-coinfection.
• Excellent grasp of clinical issues and current literature on TB and HIV treatment.
• 3-5 years experience in TB/HIV and public health programs, with 3+ years experience in TB/HIV programs at facility level.
• Exceptional problem-solving skills and analytical capabilities.
• Strong interpersonal skills.
• Ability to multitask and meet tight deadlines.
• Strong written and oral communication skills.
• Highly proficient in relevant computer applications, particularly Excel, PowerPoint and Word.
• Must be willing to travel 50% of the time throughout Lesotho.
