TITLE: Country Director
LOCATION: Lesotho
OVERALL JOB FUNCTION:
GRANT FUNDED
The International Center for AIDS Care and Treatment Programs (ICAP) is seeking a Country Director who will manage all aspects of the program, including strategy, budgets, implementation, and team management, to ensure program success. As the lead representative of ICAP in Lesotho, the Country Director helps to ensure that all actions of the ICAP-Lesotho country team are consistent with ICAP’s goals, with donor initiatives, and in support of the Ministry of Health and Social Welfare.
DUTIES AND RESPONSIBILITIES:
• Guides program administration, implementation and fiscal management.
• Supervises a multidisciplinary team of advisors providing technical assistance and support in the implementation and evaluation of the HIV, tuberculosis, multidrug resistant tuberculosis and TB/HIV co-infection programs and laboratory services.
• Coordinates activities with the MOHSW, donors, and partners.
• Develops a supportive relationship with the local and national government officials to support them in designing and implementing relevant policies, programs, and activities.
• Strategically builds and leverages strong, effective relationships with key partners.
• Ensures monitoring, evaluation, and regular reporting on program activities to donors and the central office.
• Liaises and works closely with headquarters to respond to program requirements, solve issues as they arise, and ensure ICAP’s resources are maximized.
• Oversees program operations and reporting, including compliance with donor regulations/procedures and local policies and laws.
• Defines and manages annual budgets and ensure sound financial management and accountability.
• Recruits and manages a lean, yet highly effective team.
• Perform other duties as assigned.
MINIMUM QUALIFICATIONS:
• MD and MPH, or equivalent degrees
• 5+ years experience in health programs management in sub-Saharan Africa.
• Experience with developing country health care programs.
• Extensive HIV/AIDS experience; TB, MDR TB, XTR TB and TB/HIV-coinfection experience; and laboratory services experience.
• Proven ability to ensure high-quality program outcomes.
• Experience working in collaboration with local government partners.
• Exceptional problem-solving skills and analytical capabilities.
• Experience working with U.S. government or other bilateral donors, especially CDC.
• Experience supervising international and national staff.
• Previous budget and fiscal oversight responsibilities
• Must have strong organizational, diplomatic, and written and oral communications skills.
• Must be flexible to adapt to changing requirements.
• Must be culturally sensitive and have strong team-building skills.
• Must be computer literate and able to use Windows and MS Office Package, and have knowledge of e-mail and of standard office equipment.
